I did with Nemesis. All that burned was the first audio track.

Did you use Nero Burning Rom ?

Try converting it to another format with Ultra ISO or extract it with ISO Buster
& make a new ISO format.

Or burn it with Discjuggler or Clone CD or Alcohol %120.

Disc 2 came up with nothing but errors. Disc 1 works just fine.

I looked it up. Nero Burning Rom can not read CDI format.
You must burn it with DiscJuggler or convert it to a format that Nero Burning Rom
can read.

Keep in mind your Dreamcast can only read MDF./MDS. or CDI. ISO's that are burnt to disc.
