Also I noticed that every time I try to download the file, my download quota goes down. When I first logged on today it was 15, but now it's 9. I haven't actually downloaded anything.

As for your download quota, there's nothing that we can do about that (and that's been talked about several times on this site - do a little thing called search to find out more).

Where would we normally find a message like that? I searched through the forum for a "Site News" type section, but didn't find one. This is the only site related section I saw and there was only one other thread. Thanks.

That message is found on the home page (the first page that loads up when you log in) toward the bottom!
